Howdy! We are a small but mighty, Texan women-owned and operated 501(c) (3) non-profit organization. We serve women in the Permian Basin who are coming out of substance use treatment, survivors of domestic violence, and/or are coming out of incarceration into our beautiful West Texas communities. We provide substance use prevention, recovery, and aftercare services. Each aspect intentionally builds lasting personal wellness and healthier communities deep in the heart of Texas!
A message from the founders:
We are deeply grateful for y’all. Every hand, voice, and heart that has supported our mission since 2018. What began as a small dream rooted in hope has grown because of the belief and generosity of our community. Your trust has given us the strength to keep pushing forward, learning, and expanding our impact. Together, we are building something bigger than ourselves—a lasting legacy of care, compassion, and growth.

Our Past:
Hub City Outreach Center (HCOC) was founded in 2018 and provided full scale services from 2019-2024. In 2025, we ceased all services to undergo relocation. Our name is quintessential to Lubbock, Texas, which prompted a DBA as My Second Bloom in Midland, Texas.
Since 2018, we have served 31,837 individuals (28,747 youth) through prevention education, positive alternatives and drug presentations. We’ve provided 10,000+ safe medication disposal (Deterra) pouches and provided thousands with basic necessity items (clothing, linens, hygiene items, food vouchers, transportation assistance and school supplies), volunteer/internship hours, referrals, and scholarships. We provided seasonal services (Adopt-A-Neighbor, Back2School Bashes and Summer Camps) impacting hundreds, in addition to providing 1,100 families with Covid Relief.
All our services were, and will continue to be, 100% free to our community.

We will soon be hiring and looking to grow our Board of Directors.
